
Parliament Passes 23 New Laws in 2025, Repeals E-Levy and Strengthens Key National Sectors
Ghana’s Parliament passed 23 new Acts in 2025, introducing major legislative reforms across critical sectors such as taxation, public finance, environmental protection, energy, education, natural resources, and social protection.
Among the landmark laws passed are the Environmental Protection Act, 2025 and the Social Protection Act, 2025, both aimed at strengthening environmental sustainability and improving welfare systems for vulnerable populations.
In a significant policy shift, Parliament repealed the Electronic Transfer Levy Act, 2022 (E-Levy) and the Emissions Levy Act, 2023, effectively removing two taxes that had generated widespread public debate since their introduction.
Taxation and Revenue Reforms

In the area of financial governance, Parliament passed the Appropriation Act, 2025, replacing the 2023 Appropriation Act.

Parliament approved the University for Development Studies Act, 2025, replacing the institution’s 1992 PNDC law, to modernize governance and academic administration.
The Ghana Medical Trust Fund Act, 2025 was also passed to improve healthcare financing and medical support for citizens.
In the natural resources sector, the Ghana Gold Board Act, 2025 was enacted, repealing the Precious Minerals Marketing Corporation Act of 1989, with the aim of strengthening gold regulation, trade, and revenue management.
